Positive Behavior Interventions and Supports (PBIS)

The Office of Positive Behavioral Interventions and Supports (PBIS) or Multi-Tiered Systems of Support for Behavior (MTSS-B), supports all schools in establishing an evidence-based three-tier framework that integrates data, systems and practices to improve student outcomes and ensure success for all students. The framework's model consists of three tiers.

Tier 1 – Universal Prevention/Interventions for all students,

Tier 2 – Secondary or Targeted Prevention/Interventions for at-risk students, just for some

Tier 3 – Tertiary or Intensive/Individualized Prevention/Interventions for few students

The model supports integrating data to monitor and guide effective decision making by measuring outcomes, evidenced based practices to support students and show that these outcomes are achievable, and systems to support staff with the implementation process. It is a proactive approach that schools use to improve school safety, promote positive behavior, and identify students with behavioral needs.

Support is provided by facilitating specialized professional development training and work groups in:

Understanding Behavior and De-escalation

  • School-wide PBIS
  • Cornell University’s Therapeutic Crisis Intervention (TCI) programs
  • Social Emotional Learning (SEL) using both the ReThinkEd model and the Collaborative for Academic, Social & Emotional Learning (CASEL) model
  • Additional support can be provided through direct consultation with in-house PBIS/MTSS-B school teams; internal PBIS coaches; school based Social Emotional Learning leads, and school-based TCI facilitators in framework and program implementation with fidelity for sustainability.
